The Tank Museum is a British charity, so I imagine it's funded through museum fees, shop sales, and donations. I'm not sure how the British TV advertising market works - or whether these ads are online only - so I won't speculate whether they get special rates from the BBC or other UK networks or not.
That said, the ads are clearly created in-house, so maybe one of the curator has a niece or nephew attending film school who knows how pull off a small production like this.
